UNACCOMPANIED BAGGAGE

The Unaccompanied Baggage, which arrives by air, is cleared at Air Cargo Complex, Begumpet, Hyderabad. This consists of unaccompanied baggage of persons returning on Transfer of Residence or those returning after short visits. The effort is primarily to ensure that consumer goods are not imported in large commercial quantities in the guise of bonafide unaccompanied baggage. The emphasis is on expeditious clearance and this is not considered a major source of revenue.

For clearance of unaccompanied baggage, you are advised to call on the unaccompanied baggage unit of the Air Cargo Complex, Begumpet, Hyderabad after obtaining the delivery order from the Airlines concerned. Take your passport along with relevant purchase vouchers, if any. You may also authorise a Customs clearing agent or some one else in writing duly attesting the signature of the authorised person. In case the baggage is arriving by sea you may arrange yourself or through the Customs House agent the despatch of the baggage to Delhi, Mumbai, Calcutta, Chennai, Bangalore, Trivandrum, Hyderabad or Cochin by rail or air. In case you cannot get the baggage cleared by yourself personally, then forward the bill of lading, passport, insurance policy, invoices and other relevant documents to your clearing agent for doing the needful. For availing concession applicable to persons transferring their residence a declaration has to be filed.

Sub:- Procedure for Unaccompanied Baggage declaration under the Indian Customs EDI Systems at Air Cargo Complex, Begumpet, Hyderabad—Reg.

In order to speed up clearance of passengers’ un-accompanied baggage at the Air Cargo Complex, Begumpet, Hyderabad, it has been decided to extend the Electronic Data Interchange (EDI) to the clearance operation of Unaccompanied Baggage.

2. The passengers will now be required to file the enclosed revised Baggage Declaration form (herein after called ‘the BD’) at the Service Centre. The Service Centre will be open from 10.00 am to 4.00 pm on all working days. The information provided by the passenger in the revised BD will be fed into the computer on payment of a fee of Rs.60/- and a printout of the Check List will be given to the passenger. The passenger should verify the correctness of the details stated in the Check List and make necessary correction, if any. The passenger if satisfied with the entries made has to authorize the Service Centre for submission of the same to the Customs. The Service Centre will state on the Check List, The BD No., Customs Counter No. and the name of the Inspector who would examine the goods as generated by the system. The passenger will sign the Check List and then approach the Andhra Pradesh State Trading Corporation (herein after referred as ‘APSTC’) counter with the said Check List to obtain the location slip.

3. The passenger will thereafter hand over the location slip to the APSTC’s forwarding counter for forwarding the baggage to the Customs Examination Area. As soon as his/her baggage enters the examination hall, he/she will go to the concerned Counter/Inspector mentioned on the Check List. The Inspector will scrutinize the passport and thereafter the baggage and process the BD by entering the details into the computer and then forward to the Superintendent, Unaccompanied Baggage.

4. In case the passenger is not availing

    1. any Transfer of Residence (TR) benefit; or
    2. Mini-TR (MTR); or
    3. value of baggage brought by him has been assessed at less than Rs.one lakh; or
    4. he has not brought anything for which an adjudication order has to be passed,

he/she will be given a printout of final BD or TR6 challan at the Service Centre in the Unaccompanied Baggage Hall. The passenger should thereafter go to the Bank Counter for making the payment of duty, if any.

5. In cases other than those mentioned in para 4 above, the BD will be forwarded online by the Superintendent, UB to the Assistant Commissioner/Deputy Commissioner who will assess it and then send it back to the Superintendent. The rest of the procedure will be the same as explained in the proceeding paragraph.

6. After paying the Customs duty, fine and penalty, if any, at the Bank, the passenger will approach the Superintendent, UB for getting the out of charge. The Superintendent will verify the proof of payment of Customs duty, fine and penalty, if any, and grant out of charge from the Customs side by duly endorsing the same on the final BD. This will be the last point of contact of the passenger with the Customs.

7. The passenger will thereafter proceed with the ‘out of charge’ to the APSTC’s gate pass counter. APSTC will prepare their own challan/gate pass for payment of demurrage/handling charges. After the necessary payment is made by the passenger at the Bank Counter, APSTC will issue Gate Pass for delivery of the goods.

8. The baggage of the passenger will be handed over by APSTC staff to the passenger at the gate of the Unaccompanied Baggage shed.

                        Sub:-  Customs – Fixing of Customs clearance charges for services
                                    rendered by CHA for clearance of Unaccompanied Baggage –Reg.

                        It is hereby brought to the notice of Importers, Exporters, Customs House Agents and the general public that in terms of Regulation 25 of Customs House Agents Licensing Regulations, 1984,  service charges for customs clearance of Unaccompanied Baggage have since been fixed in consultation with the Customs House Agent’s Association, Hyderabad.

2.                     The Customs Clearance Charges for unaccompanied baggage are as follows:

     (i)                  at ACC: Rs 50 per package, subject to a maximum of Rs. 1000/-.
     (ii)                At ICD/CFS/CWC :
                   1. LCL                 : Rs. 50 per package subject to a maximum of Rs. 1000/-
              2. 20’ Container    : Rs. 2000/-
              3. 40’ Container    : Rs. 3000/-

3.                     The Customs House Agent shall not charge anything beyond the rates as notified above as their clearance charges.  They shall strictly conform to the above mentioned rates.  Any contravention of these instructions may warrant action under the Customs House Agents Licensing Regulations, 1984.
